This fine gentleman was arrested for attempting to steal $55 worth of condoms and other sundries.
We should consider whether we want him inseminating anyone. Maybe instead of arresting him, we should start a fund to provide him any sort of birth control that he may require.

Cheaper to just tatoo “Not Suitable For Procreation” on his forehead, though it does leave the risk that he will encounter an equally clueless partner who has no idea what it means.

looking at the pic, the chances are great that his partner would be illiterate.
